A fairly small update to the test build, though there are a lot of skill tweaks. The Bahamut gets significantly increased in power, and Sabanqui loses it’s unrest decay, which is going to seriously inconvenience Campeche from time to time. Privateer skills get a surprisingly sharp smack with the nerfbat.

We have some more bug fixes for you for 1.4. This is not the build we expect to go live with. There are a few remaining issues we really want to fix.
Known Issues:
* Freetrader can use the ‘Hercules’ Heavy Frigate, but cannot earn writs to create them. This is fixed in the next build.
* We believe we have made some progress on server instability issues, character rollbacks, and mission rollbacks but if you see any sign of this on Testbed, please let us know ASAP.
Differences between 1.4.29.0 and 1.4.30.0 include but aren’t limited to:
Ships / Outfitting:
* Buccaneers now have access to most non-combat trade ships.
* Bahamut: Acceleration 0.39 -> 0.78, 8lb deck -> 9lb, 13lb deck -> 15lb, 16lb deck -> 22lb
* Cursed Blade: Mast Bonus 10% -> 25%, topdeck 6lb -> 8lb, Reload Bonus 7.5% -> 10%
* Mont Blanc: Structure & Armor Bonuses 30% -> 35%, Reload Bonus 10% -> 15%
Ship Combat / Skills:
* Fixed an exploit in boarding combat.
* Several skills were lasting 30 seconds when they were supposed to last 15. This includes: All or Nothing Shot (Cutthroat & Privateer), Give the Slip (Freetrader), Misdirection (Freetrader) and Break Formation (Privateer).
* Each career now has two skill groups flagged RECOMMENDED to help new players choose their skills.

* Bosun’s Starter: 30 second duration -> 45 seconds, 10% speed -> 17.5% speed, cannot be used at 100% health (cannot be used at the start of a fight)
* Career: Added 10% crew protection
* Command Line: 10 minute reset -> 8 minutes
* Crime Network: Fixed the bug where it wasn’t giving you access to all regions as claimed.
* Defense: 3 defense -> 4, added 7.5% turn rate
* Maneuver: 12.5% turn -> 17.5%
* Rebuild: 50 morale -> 35 morale
* Repair Under Fire: 5 minute duration -> 3 minutes, 40 morale -> 30 morale, 20 min reset -> 12 min
* Scrapper: 12.5% speed -> 10%, 5% turn -> 10%, 3% resist -> 4%, reset 8 minutes -> 5 minutes, range 250 -> 350
* Survival Instincts: 60 morale -> 50

* New items will now drop from rare spawns in the Open Sea that lead to unique quests.
PvP / Port Contention:
* Sabanqui no longer has unrest protection.
* Fixed a bug that caused a few ports to jump straight from 5k unrest to Martial Law.
Stability / Performance:
* Added some code to help prevent the character rollbacks we’ve been experiencing. We’ve also tweaked some database settings that may help. Or it may not – we’re still researching.
* We have been fighting a problem that periodically causes us to need to reboot some or all of a cluster. We’ve had to reboot Rackham multiple times as well as Blackbeard and Antigua. We’ve finally tracked down and fixed that bug.
* Sending a society invitation to an offline player could cause problems. Fixed that.
